What is an inspection and test plan (ITP)?

Pro Site Docs · Guide

An inspection and test plan sets out what will be checked as the work is built, who checks it, against what standard, and what evidence gets kept. It is a quality document rather than a safety one — and that distinction is where most of the confusion starts.

It is contractual, not statutory

No UK regulation requires an ITP by name. It is normally required by the contract or the client specification, and on anything with a quality plan behind it you will be asked for one before you start. That does not make it optional in practice: on utilities, highways, rail and most public sector work, no approved ITP means no permission to proceed.

What goes in one

An ITP is usually a table, worked through in construction sequence. Each row covers an activity, the specification or standard it is being checked against, the type of check, who does it, and what record results. The part that gives an ITP its teeth is the hold and witness points.

Who signs it off

Typically your own quality or site engineer for the internal checks, and the client’s representative or clerk of works at hold and witness points. Get the ITP agreed before work starts. An ITP approved halfway through a job leaves you arguing about what should have been inspected on the sections already covered up.

The common mistakes

Writing an ITP that lists every conceivable check, then failing most of them because nobody could realistically do them all. Setting hold points at moments where stopping is impractical. And leaving the evidence column vague — “records kept” is not a record. Name the form.
