Enter the programme and the numbers and see whether CDM 2015 regulation 6 makes the project notifiable - and who has to do it.

Count working days on site, not calendar days, from start to finish of construction work.
Everyone doing construction work at the busiest point, all trades and subcontractors included.
Leave at 0 to estimate roughly from the two figures above. One person working one shift = one person-day.

What the rule actually says

Regulation 6 of the Construction (Design and Management) Regulations 2015 says a project is notifiable if the construction work is expected to last longer than 30 working days and have more than 20 workers working simultaneously at any point, or exceed 500 person-days. Both halves of the first test have to be true; the second test stands on its own. Notification is made to the HSE on form F10, online, before the construction phase starts.

Who notifies

The client. On a domestic project - someone having work done on their own home - the client's duties pass to the contractor, or to the principal contractor where more than one contractor is involved, so the notifying becomes the contractor's job. There is no fee. A copy of the notice has to be displayed where site workers can read it, and it must be updated if the details change.

What notification does not change

Since 2015, notification is not the trigger for anything else. A non-notifiable job with two contractors still needs a principal designer, a principal contractor, a construction phase plan and a health and safety file. A notifiable job needs exactly the same things plus the F10. The plan and welfare are the parts inspectors actually look at.

Counting properly

"Working days" means days when construction work is done - weekends and shutdowns do not count unless you work them. "Workers" means everyone carrying out construction work at once, across all contractors, at the busiest point - not your own gang. Person-days are the total across the whole job: the estimate in the tool assumes an average of 60% of your peak headcount, which is typical; if your programme is front-loaded or back-loaded, work it out from the programme instead. Our guide to CDM 2015 covers the rest of the duties.

FAQs

When do you need to submit an F10?

When the construction phase is expected to last more than 30 working days with more than 20 workers on site at the same time, or to exceed 500 person-days of construction work. It must be submitted as soon as practicable before construction starts, and a copy displayed on site.

Who submits the F10 on a domestic job?

The contractor, or the principal contractor if there is more than one contractor. Domestic clients' duties transfer under regulation 7 of CDM 2015.

Is there a fee for an F10 notification?

No. Notification to the HSE is free and is made online through the HSE website.

Does a non-notifiable project still need a construction phase plan?

Yes. Every project needs a construction phase plan under CDM 2015 regardless of size. Notification only adds the F10; it does not switch the other duties on or off.
