The Construction Phase Plan (CPP) is a CDM 2015 requirement that trips up a lot of contractors. Here is who is responsible and when it must exist.
What is a CPP?
A Construction Phase Plan sets out the health and safety arrangements, site rules and specific measures for the construction phase of a project. It must be in place before construction work starts.
Who writes it?
The principal contractor draws it up (or the contractor, on single-contractor projects). On domestic jobs that duty typically falls to the contractor in control of the work.

- Management of the work and site rules
- Arrangements for controlling significant risks
- Welfare arrangements
